by Everything you post in here will appear on the Portal aka. Frontpage. A new topic equals to a new news box.
When you comment on a news topic, the box for the topic commented on will be displayed on top in the Portal (yeah, it sucks, but there's nothing we can do about it).
When you lock a topic in here, the equivalent news box will stop showing on the Portal (topic closed = box gone).
And that's about it, lol.
